Character backstory (400-word minimum):
Markus Kimball, born in the year of the lord 1964 in Yorkshire, England, used to be a proud patriot, a servant of his country not out of fear, but of love and respect for his common fellows and thus enlisted into and joined the British army at a young age. in 1982, Markus was deployed alongside others to the Falklands Islands during the 1982 struggle between the UK and Argentina over land disputes. While many did die, Markus was able to return home to his family, including Dean, his brother, and soon after met Susie Graham, an American woman from abroad. Finding someone like her, so carefree and in love with life, was something a man like Markus needed. So, after an admittedly rushed but still plentiful relationship, Markus got on his knees and popped the question. Susie, undoubtedly, said yes. Another year after, once trepidations and preparations were sifted through, the loving couple, on the 11th of January 1983, had a child, Anthony Kimball. Hoping to teach him the ways of a proud soldier, Markus taught Anthony about, and heavily romanticized, being in the military from a young age. Things seemed to be alright for Markus, until the drums of war sounded once more, this time from sand-stricken gulfs of the middle east. in 1991, the gulf war began, and Markus was once more called to service. He answered, leaving his wife and son with the promise of returning alongside another flawless English victory. Regardless, the horrors of war soon reared their ugly head, as within the middle east, in the city of Kuwait, 1,000s of civilians were slaughtered in the name of "maintaining order", those incidents that Markus witnessed led to, at first, a simple gut feeling of shame, then to complete remorse over the loss of innocent life, to even questioning orders and intent. Once the war was over, Markus was sent back home like many others, and like many others suffered gulf war fatigue, in response to everything he had done and witnessed. Even though the victory was well celebrated by the papers and news outlets, Markus was left...empty. There was no glory in what he had seen, what he helped do, no glory in the killing of civvies...but the news channels must have overlooked that part, it seems. His son, Anthony, still fueled by his father's patriotism and the news' celebration of victory, was ready to join the army at a moment's notice, all to Markus' hidden disapproval. as time went on, work became hard to find, and the family knew they were in need of a change of scenery. Markus and Susie, using the money left to both of them after their respective parents passed away, took themselves and Dean, who Markus wished a better life for after the economic crises of the time barred him from a stable workspace, and moved to the land of opportunity, America. by 1999 things were looking better, Dean, Susie and Markus managed to get jobs during a great time in America's economical lifespan, and Anthony was still optimistic about his dreams of fighting in the military, even as Markus' complaints became vocal overtime. by the dawn of 200X, Anthony stormed off the join the military as soon as deemed ready, with Markus trying to stop him but ultimately failing after a heated conversation soon turned into a shouting match after months and years disapproval on his part. By may, things seemed calm, almost serene in Markus' life. But, as he and the world would soon come to remember, the calm is usually beset by a storm...and a storm there was. on May 16th, 200X, the unwitting scientist DR Gordon Freeman and all other members of the black mesa research facility activated a resonance cascade, a phenomenon that led to the opening of multiple "portal storms". alien life, both sentient and primal, pooled out beneath the clouds and the green lighting, laying waste to, and sometimes even terraforming, huge chunks of the world around Markus and his family. With Anthony nowhere in sight, probably helping futilely to help contain the worldwide epidemic, they ran anywhere and everywhere they could. But soon, there were no safe cities, then not even any safe countries, as more aliens poured through the portals, this time organised, with technology and tactical prowess unseen by the likes of man in all its young existence. In 7 hours, humanity surrendered under one DR Wallace Breen's advice, and soon became enslaved to the incredibly mysterious and just as equally deadly "Universal Union" AKA "The Combine". With his son, to both Markus and Susie, assumed dead in the chaos, all three surrendered, broken mentally as much as physically. Now, years later, Markus joined with the Civil Protection, a makeshift policing force spread across the differentiating cities and districts across the new hellscape that was once earth, to assure safety for what is left of his family. At night, though, sometimes he looks upon and wishes goodnight to a picture he has of his son, deep down hoping that somewhere, anywhere, his son still lived on, safe and happy...

IC: A makeshift police force created to keep order in the different cities strewn across the earth in the name of the combine regime
OOC: A faction made to assure compliance from citizen PCs and eliminate any discovered rebel operations while helping to maintain the rules of the city and thus the server.
How will you use your whitelist to improve roleplay on the server?
I will use the position to hopefully help draw out RP opportunities and make life on the streets of the city more interesting for other players.

Ask him to stand against the wall and pat him down for any other potential substances, then escort him to a nearby station to be analysed for intoxication and potential detainment before writing up a report.
During an inspection of the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
Get them to remain still under the guise of a general populace inspection by getting all citizens up against a wall. if they refuse to comply, confirm and use any force necessary, even if it means lethal force.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
Call for any backup in the area to deal with the obstruction of duty, if no officers are in the area, threaten the citizens with the stun sticks and convince them to let us pass.
