I am loyal, I am not a traitor at all. I can easily adapt to given adequate circumstances, and I am someone which is also quite fair.
I believe in order, and that I learn from my mistakes. I am motivated, and I show relatively good behaviour under pressure.
I'd also consider myself quite hard working. There is never a good reason to slow down on work.

I am selfish. I find it hard to interact in this way with others.

[OPTIONAL] Character backstory:
Declan is usually portrayed as a weary and melancholic fellow - but his story has a reason for this.
Born in Somerset, England, on the 13th of February 1983 - he spent several years of his childhood in a rural farmhouse where he had to endure less than ideal living conditions, as his father was heavily abusive, and struggled with mental health issues. As a result of this, coming back home angry - he abused his wife and shouted at his children. His mother, being sick of this, gathered enough money to move into a city, in which she left her husband and took the children with her. Declan and Paul got along extremely well, and helped eachother cheer up. Upon settling down in the city of Bristol, his life was mostly normal - graduating education and moving on to work as his first job as a port worker; yet it was cut short by the Black Mesa Incident. Upon global panic, portal storms were brewing up everywhere, affecting his homeland as well.
After dreadful months of living in shock, the Seven Hour war began. He fled, with his family, to a national emergency bunker in the South of England, where the extraterrestrial forces found after some time. Upon Breen making peace with the Combine, his mother was "sent" to a different city, but in reality, killed - for absolutely no reason. Declan does not know this.
His father had somehow managed to survive, as well, but he does not know this either, all he knows is that his brother is safe in City 53.
Being now relocated to City 18, with no other options, he finds himself joining the invaders. He has a major character transformation ahead of him.

What is the purpose of Civil Protection, from both an IC and OOC perspective?:
From an IC perspective, Civil Protection instills order upon the local citizenry. The police, in simpler terms. They prosecute you for anti-civil violations, which are as it sounds, instances of non civilised behaviour - and reward you for doing your duty for the Union, such as work, turning in lost IDs or any other relatively important object. They protect the inner city from external malevolent entities, such as necrotics or resistance.
From an OOC perspective, the purpose of CP is to effectively facilitate roleplay. They are a key faction of any any HL2RP server, and a new player forms opinions based on the behaviour of the people within this faction, as they are generally the first one to interact with upon joining. This faction allows for more interaction between players, and interesting roleplay within the faction itself.
How will you use your whitelist to improve roleplay on the server?
I shall do what I did on other servers - and better, as I gain even more experience. I'm going to make a good impression on the new players, and on the existing players, and provide not to mention; actually lively and interesting RP instead of patrolling mindlessly telling citizens to move along. None of that. Instead, providing a unique take on this matter by performing the dialy duties of an officer in my style, be it making fun and belittling citizens, or praising them for being an asset to the Union. Either way, during my time on the server I have noticed that the roleplay is not very engaging, and I aim to change that, what small difference it may even make. A reason for being the way you are as as an officer defeats the idea of "edginess", so I aim to create a purposeful character with valid reasons as to why he oppresses others.
What kind of motivation does your character have for joining the Combine Civil Authority?:
He is looking for a direction in life. He is corrupted by evil, but also blessed by good. He finds it hard to integrate into a mundane worker's life and craves action and some degree of power. He is conscious of the consequences of the invaders, and by joining them he does more bad than good, but he doesn't care. He considers himself but a cog in the great machine of the Combine. He believes he has much more opportunities within Civil Protection than outside of it. He has already inquired about enlistment to an officer, and they have pointed him in the right direction. He is looking to start off somewhere, be it small or big, but in the end, get what he truly wants - a place in this world. He has been constantly denied significance, and now he is sacrificing goodness for his desires.
Do you understand that your whitelist is a privilege that has been given to you with a large degree of trust, and that abuse of this whitelist will result in it being revoked?:
I completely understand, yes.
List on what sort of actions constitute to whitelist abuse:
Metagaming to aid others in gathering information that they would normally not be able to access on their character.
Powergaming as an overly powerful CP, effectively playing an invincible stormtrooper. Every CP is mortal.
Giving your friends weaponry or any CP resource. Giving too many LP for no reason or prosecuting people for no reason.
Stunsticking people randomly, etc.

Scenarios
Answer in written format, detailing your actions and how you would proceed.
You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed?
This citizen clearly lacks good judgement and is heavily intoxicated. and is no good on the street. He serves as a bad example to take on for citizens of the Union, so I approach him and promptly instruct to stop. I would then confiscate the rather alcoholic beverage and tell him that he is not receiving any violation if he is going to comply. If he does not comply, i'm going to be forced to use some sort of physical force to get the man to cease drinking and stop, and then issue him a 30, improper function verdict, for being drunk in public.
Provided that this does not happen, I'd then issue him a verbal warning and escort him to the nearest apartment for him to sober up.
During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
There is no good reason a Citizen should be holding a radio, and conceal it in that matter. As they are not a worker, and given that they are in the same place, i'd use my own radio to inform other units of this, and gather at least one more cohort. Having noticed this myself, I instruct the citizen to face the wall for a search. Finding the radio, I confiscate it with intention of bringing it to a higher ranking officer to intercept any resistance movements on the radio. I then prosecute the citizen for illegal carrying/non-sanctioned possession/possession of resources.
Moving then to escort the citizen to a concealed place and applying the necessary prosecution, or detain for interrogation.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
As we make our way to the location, these citizens are obstructing the way. Being a code 3 request, I promptly instruct the citizens to move along. Given that they clearly do not, we have no other choice but to use lethal force. These citizens being unarmed, and this being a clear ambush, they are in violation of the civil code. Either shooting to disable; in the leg, or using the stunstick to incapacitate them, whichever is more suitable in the situation and given the circumstances, they would be incapacitated physically. An additional warning shot to serve as a scare could also be done. Quickly restraining them and making a radio call for additional units to take care of those citizens for a prosecution, we move pass the inconvenience and move with the protection-team to the final destination, assisting in whichever way we can and calling for more backup if necessary.
You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?
This would depend on the citizen's loyalty tier. If it was high, I would see this as quite wrong and i'd report it in some kind of way. If it was low, then it's no problem. Still, in public, it's quite a detriment to the reputation of CP. I would likely stand by for some time, not intervening to draw the RL away as that is a much higher ranked functionary than I am. Upon realising it's going on for some time, this harrassment is generally expected from a CP, and it's part of the daily oppression that this force causes. If the harassment keeps going, I'd just do what is asked of me by the RL without any other problems, as I don't want to cause a scene myself, as one is already being caused.
