You may apply for certain skills, items, knowledge, and so on.

You cannot apply for characters you do not have the whitelist for. (e.g applying for a special vortigaunt character while not having the whitelist)

Remember about balancing your characters, we will not approve OP characters with no weaknesses.

Consider balancing the upsides with the downsides, strengths with weaknesses.
