What positive personal traits do you have?: I am cooperative when it comes to tasks that need to be done. I am focused and cautious. I am not selfish and whenever given the opportunity, I try to push others to do their best, however, that does not mean that I am not able to stand up for myself and for others when given the torch. I am organised and like things structured out and planned, that means I will plan ahead and prepare for whatever might happen. I am not squeamish and I can hold myself around stressful situations

What negative personal traits do you have?: I can stumble whenever given criticism mentally by somebody that I look up to or from my own peers. Due to my weight and malnurishment, I wouldn't call myself the most nimble and active, but I hope that will change if I joined the Civil Protection. If given massive decisions impacting a lot, I will seek second opinions at times. Lastly I'd say sometimes I can be a bit too persistent on some matters

Have you ever committed and been prosecuted for a violation by Civil Protection functionaries within any city? If so, details must be provided: I have not committed any violation again the Universal Union or the Civil Protection units.

By signing this document, you agree to waive your right to individual liberty, self determination and self preservation. You may be called upon to put your life at risk, be called upon to undertake actions that might cause discomfort or conflict with personal morality, and will be expected to follow orders with unwavering obedience. You will not be able to rescind your application or service autonomously.

Are you a part of the Nightfall Discord?: Yes

Do you have any experience with this whitelist on other servers or our own?: I do. Peace Sector (PS), Origins, Providence, Reunited.

What is the purpose of Civil Protection, from both an IC and OOC perspective?: In IC, the purpose of Civil Protection is to maintain order and discipline in their dedicated cities. They are the first response unit to any threat that is detected. In OOC, I would say their purpose can be of a multitude, they are the provokers of RP, the opposition to the rebels and so on. They have the power to make the roleplay of the ordinary citizen more interesting and reward them or punish them depending on the citizen's actions, while also enforcing the entire atmosphere that the planet is set in a dystopian world with an iron fist and brutality as its main weapon against the common person.

How will you use your whitelist to improve roleplay on the server? I would try to make the atmosphere of the CCA units more menacing for the citizens and encourage other units to do the same, but not to the point of being a what’s considered a “robocop”. I would interact with both citizens when needed and given the RP reasons and other units, trying my best to fit in to the role of the CCA unit and make the RP as enjoyable and fair to every roleplayer in the server.

What kind of motivation does your character have for joining the Combine Civil Authority?: As far as it goes, the citizen that I am roleplaying as, has decided to join in the CCA, so that he could get better resources, treatment and would get out of the citizen grind of constant cleanup jobs and mistreatment. The propaganda from the Universal Union has finally reached into his head.

Do you understand that your whitelist is a privilege that has been given to you with a large degree of trust, and that abuse of this whitelist will result in it being revoked?: I completely understand the responsibilities of the faction, the privilege that it is to roleplay as this faction and the consequences of misstreating my powers with this faction.

List on what sort of actions constitute to whitelist abuse: Transferring items from the CCA character to another character or placing those items so that another character could take them. Metagaming of any sort, that means using any knowledge that your CCA unit has acquired in another character and/ or telling it to another character.

Scenarios

Answer in written format, detailing your actions and how you would proceed.

You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed? <:: Unit XXX reporting. Spotted what seems to be Uhm… 10-51? current 10-20 is Plaza, moving in to investigate. ::>

After that, I would move closer towards the citizen with my stunstick ready if necessary. When I am near the citizen I would say to him <:: Citizen, hold it. ::>

From then on, I would await the citizen's response. If the citizen reacts completely intoxicated with alcohol but does not act aggressive, then I would instruct the citizen to follow me, example: <:: Citizen, I need you to follow me. ::> At that point, I would keep an eye on him while escorting him towards the nexus gates, where it would be more secluded, in there I would re-educate the citizen. If the citizen becomes unconscious due to the hit and the intoxication, I would deliver him to a cell until the intoxication so probably 1 Cycle (5 in-game minutes) and radio in <:: Verdict administered to uhm… 10-91. 1 cycle given to the 10-91 in the prison block. Returning to 10-50 at previous 10-20 Plaza. ::>

If the citizen responded aggressively with malicious intent like attempting to knock me over or harm me I would attempt to pacify him there and then, example: /me Attempts to strike the citizens head with his stunstick which is set to voltage level medium. If succeeded in my combat against the citizen and he was knocked down, I would radio in: <:: This is Unit XXX, 10-91 suspected with 10-51 has committed 10-91E at 10-20 Plaza. The citizen has been pacified… Moving the 10-91C to Nexus cell blocks, requesting higher ranking unit to administer Level 5 violation order to the citizen. ::> And after that I would drag the citizen to the cell blocks and lock him up in there, awaiting an officer of higher rank to arrive there so that I could inform what happened if needed and return to my duties.

During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do? If the radio is a UU branded request radio, or it shows in his ID that the citizen is allowed to have it, then nothing, however, if the radio is not UU branded and considered contraband then presuming the citizen was searched in the bottom levels of the Residential Block, I would take the contraband away from him informing a higher ranking unit that the individual which was searched contains yellow level contraband. After that, I would await the orders of the higher ranking unit who was in charge of the Residential Block inspection and follow the orders that were given to me.

If I am the highest ranking unit and depending on the current amount of units at hand and the threat level in the residential block, I would either order or mark down myself the contraband to the citizens ID, pacify him and move him in for question on how the citizen got that radio.

You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed? I would warn the citizens one more time to move aside, and if the citizens continue to not comply I would inform my patrol buddy to radio in that we are blockaded by a group of citizens leading towards our path. Assuming that I and my patrol buddy are of lower rank and do not have weapons, we would request on if we should try to push through the crowd, find another way or make the decision on our own assessment.

If we are of higher rank and we do have weaponry such as a standard issued 9mm pistol, then I would step back with my partner further away from the citizens and take out our weapons, pointing it at the citizens and shouting them to move away last time and if the citizens again do not comply I would open fire at the citizens, dispersing them, incapacitating them or killing them in the process. Any citizens that run I away I would issue not to chase, as the priority is the Code 3 order.

You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react? For the time being, I would advise myself and the other two delegates to continue patrolling until the Rank Leader has ended the harassment and after that, move in towards the rank leader and question him why was the citizen assaulted in a non offensive way, as in a subtle question to try and "learn from him". If the response is reasonable and valid to all of us, including the delegates then we would continue on with out task, keeping in mind of the rank leader in case he does anything like that again to the same or other citizens, in case he contradicts himself.

If the Rank leader does not give a valid reason that is allowed by the UU, I would inform that my patrol buddies should move back to nexus to file a report of the Rank leaders actions. The poor citizen might be beaten but my worry would be not the standard citizen, but rather the Rank Leader and their capability to lead by example. Now if the rank leader never stops harassing the citizen and even starts torturing or beating the citizen out in the public for the whole city to see, I would move in with the patrol buddy to intervene the situation, making sure that the Rank leader would cease his excessive hostility towards the citizen. I would attempt to approach the Rank Leader and hold him back to not make even a bigger scene of units fighting in between one another. My colleague in the other hand would surround the situation and keep an eye out for citizens that try to approach us and give glance or do anything else.

If the Rank Leader becomes aggressive to me, then I would attempt to pacify him, requesting assistance of my patrol buddy. This becoming a bigger scene we would then stand witness against the Rank Leader down the line to await the HR unit decision of what will happen with the Rank Leader.

ACCEPTED.

Although there are some issues like you choosing to instantly shoot a Citizen if they're blocking your way instead of just firing a warning shot or pushing them out of your way alongside you actually attempting to pacify a Rank Leader which would most likely result in a fight which wouldn't be good in general instead of just asking him for the reason and if no actually good reason is given making a report to Dispatch or a higher ranked Unit and letting them Deal with it the rest seems fine and I believe you can learn the correct protocol in these Situations.
