Character(s) you're requesting authorization for: A bomb expert.
What exactly are you requesting for?: A Character that has the ability to make all kinds of improvised explosive devices. Here's the pros and cons of him.
Pros : Specialty with Explosives. Ali Tuti's both handling and making of explosives is great, he gets in some sort of 'Zen' like state when making them.. Taking his up most patience in doing so.
Radicalized. Ali Tuti was radicalized with Sharia Law, and that 'Death will lead you to paradise', making him generally fearless to anything ahead of him.
Cons : Radicalized. His radicalization also makes him fearless. Which can lead to him going into very dangerous situations, and due to his beliefs of Sharia law also makes him hostile to those who do not follow or agree with his beliefs.
Schizophrenia. Ali Tuti is a Schizophrenic, due to his crazed obsession with Sharia law and those who also follow and teach it makes him believe he is hearing Allah speak down to him, telling him to do what it commands.
Paranoia. Ali Tuti after the Invasion of the Combine made him relocated from his allies, making him Paranoid of everyone and everything, believing everyone and everything is out to get him.
Why do you want your character(s) to have this authorization?: I think it'd be a neat to have a Character who can make explosives but is generally on no ones side, and is really out to work for himself.

Ali Tuti, born in 1967 in Turkey. was raised in a small community of those who followed Sharia law. His father believed Ali Tuti was the 'true' Arab, and that he would lead the freedom fighters into battle to free Turkey from its corrupt government. As the years went by Ali Tuti was apart of a small Insurgent group in turkey. A manpower of around 80.. Ali Tuti learnt explosives, learning day and night on how to make them. In 1987, he planted an explosive in a near by police station. It was a success. Ali Tuti was now the 'Bomb Expert' in the group, continuing the rest of his life making hand made explosives.. All the way from simple grenades, to IED's, and to Fire Bombs.. Ali Tuti now sees himself in a new city.. He knows he is on his own. He must now do his work alone, and away from his comrades..
