Vasili was born before the war, in Ukraine, Lviv, to a working-class family.
He was troublesome in his youth, nothing horrendous but small acts of hooliganism and violence here and there. When he got out of school he studied electronics in a Technical College, and after graduating started working as an electrician. His father died when Vasili was only eighteen years of age, due to bad habits such as alcoholism. His mother passed shortly after, two years later, due to lung cancer. After the Earth's takeover Vasili has been relocated three times before finally arriving to City 18 in the year 2022.

What is the purpose of Civil Protection, from both an IC and OOC perspective?:
IC: The Civil Protection is a force that upholds the total subjugation and tyranny of the Combine upon the civilian populance. They are the street-level presence of force that tries to prevent any civil unrest from breaking out. Although they consist of humans, many of which are volunteers, they are still the key element of Combine dominance. Their existance keeps the civil populance pacified and under the larger boot of the Combine.
OOC: The Civil Protection is a faction of players that try to bring the aforementioned description into roleplay. They are one of the main sources of roleplay activity for the players who roleplay as a citizen of City 18. Their task is to make the roleplay experience as immersive as possible and to mimic how the Half Life 2 lore dictates how the Civil Protection works. In short, the Civil Protection is there to paint the dystopian world of Half Life 2 to the citizen player.
How will you use your whitelist to improve roleplay on the server?
I will bring a Civil Protection unit to the server that portrays an actual human being behind the gasmask and body armor. I will strive to create roleplay for everyone around me and make the experience memorable. I will also try to use my previous experience in other communities to help fellow faction members in their roleplay.
What kind of motivation does your character have for joining the Combine Civil Authority?:
Vasili is tired of being pushed around, of being hungry and sick all the time. He wants to upgrade his living conditions and get out of the rat race that the workshifts and a short supply of rations provide.

Scenarios
Answer in written format, detailing your actions and how you would proceed.
You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed?
My character would approach the citizen hastly, and be prepared for a hostile reaction.
He'd tell the citizen to set the bottle down and ask him what's in the bottle.
If the citizen admits to it being alcohol, the unit would ask him where he acquired it and then order the citizen against the wall. He'd tie the man's hands and search him for any other alcoholic beverages or narcotics and if finding none, he'd ask where the man lives and then escort him there. When arriving to the citizen's apartment, the unit would apply minor physical punishment and then give a rant about how public intoxication is prohibited. After this he would order the citizen to sleep away the intoxication and to never do it again, and to enforce this he'd say that he remember the citizen's face and next time the consequences would be far more severe.
During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
My unit would point out the citizen and, if there's other citizens, bring him to the side away from the rest. The unit would keep him tied and wait until the other citizens have been inspected before informing his team leader about his findings due to the unit being a low-ranking unit and very hesitant about acting without guidance from a higher-ranking unit.
Then, with the team leader's decision, the unit would confiscate the radio and bring the citizen into custody. He'd ask his seniors about what to do with the radio and with their orders he would process it for further investigation. His seniors would then go ahead with questioning the citizen and my unit would try to tag along to gather as much knowledge and experience from the higher-ranking units as possible.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
Being an inexperienced unit, I'd let my protection team buddy take the lead of the situation.
If this is not an option, my unit would attempt to order the citizens to move, threatening them with force. My unit would see it more important to get to the endangered civil protection unit than to spend more time with these citizens. If these citizens still refuse to move, my unit would request additional units to detain the citizens for him and his buddy to make their way into rescuing the endangered unit. If the backup is not available, my unit would see no other option than to detain the citizens with his protection team buddy and to be unable continue further before the aforementioned citizens have been detained and processed.
You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?
My unit would silently attempt to conversate with his buddy about what's happening.
Being a low ranking unit, he wouldn't dare to go step in between the Rank Leader and the citizen. My unit would try to see what his buddy is thinking about the situation and, if his buddy decides to stop the Rank Leader, he would take no part in it. My unit would be too scared for the consequences that might happen to him. My unit would make a mental note about the Rank Leader though, and try to steer clear from him in the future.
