What is the purpose of Civil Protection, from both an IC and OOC perspective?: In the world of Half-Life 2, Civil Protection serve as the lowest tier of grunts enforcing the will of the Combine. They enforce the law and use intimidation and harassment techniques to force their will upon the general populace. They generally deal with low-level crimes which can be settled with a minimal amount of equipment and training. It's a volunteer force made from unmodified humans, many of which have joined in the prospect of better living conditions. This is what Civil Protection is made out to be in Half-Life 2 Roleplay, though Civil Protection in Half-Life 2 Roleplay have an additional responsibility: they are the vital medium to roleplay. They are one of the first characters new players will interact with, and that interaction will set the stage for their experience on the server. Civil Protection is a catalyst, they are the creator of roleplay, they are the risk factor, they are a large part of what makes the server worth playing.
How will you use your whitelist to improve roleplay on the server?: I'll interact and share my knowledge with other characters. I'll use the whitelist as a medium for facilitating roleplay instead of trying to prohibit it, like some might do when trying to do their jobs /too/ well.
What kind of motivation does your character have for joining the Combine Civil Authority?: It tickles his fancy more than other careers. My character seeks excitement, new experiences, and interesting people. He believes Civil Protection will do better to provide that than the monotonous labor you might get from other pathways, like the CIU. He also has a desire to teach other people, plus his background is more suited for this type of work.

List on what sort of actions constitute to whitelist abuse: There's a whole bunch of stuff that would constitute whitelist abuse: detaining random citizens for fun, stunsticking random people, dropping scripts everywhere, etc.

Scenarios

You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed?
The man is clearly inebriated. I'd guide the citizen to the nearest bench and instruct him to sit down, trying to get information out of him such as where he obtained the beverage and what he was doing out in public in such a state. I'd try to coax the man to hand over the beverage, being mindful to not escalate the situation: I have no interest in issuing a verdict or any sort of beating for something so unimportant, nor do I want any violence to come from the situation. After confiscating the beverage I'd likely redirect him to his apartment or back to the bar from which he bought the drink, only issuing him a verbal warning to stay there until he sobers up. I'd dispose of the beverage afterward.
During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
I'd covertly inform my peers and attempt to guide the citizen into a more secure area isolated from other citizens to be dealt with. I wouldn't want this to be done in front of other citizens: I don't want to cause a scene or risk any sort of escalation. It's abnormal for a citizen to be carrying a handheld radio in the city, so I'd be under the impression that it's some sort of informant. My peers and I would work quickly to confiscate the radio, log any frequencies, detain the citizen, and document the encounter for future reference. An unoccupied and or more qualified unit would interrogate the citizen, me and my peers likely returning to where we were previously stationed after placing the citizen in a designated holding cell or handing them over to a unit who'd do it on our behalf.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
I have no doubt these three citizens are accessories to the cause of the Code 3 request– three citizens don't just block a pathway to an emergency scene. My partner and I wouldn't be able to discern whether or not the citizens are actually unarmed: It's possible they might have concealed weapons or radios. Trying to force our way through them would be unwise: the citizens could attack us immediately, follow us and attack us from behind, or alert their peers further up ahead of our presence, potentially leading us into an ambush. In any of these situations our own safety is compromised and we could end up with three unit casualties instead of just one, so the best course of action would be to detain these accomplices, using lethal force if necessary. They might have gotten one unit, but we got three of them. Any additional responders would be able to use the previously blocked path once the three accomplices are detained.
You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?
I do not want to cause a scene- I would absolutely not intervene unless the citizen's life was in danger, instead opting to craft some excuse that would draw the Rank Leader away from the citizen. I would later document and report the incident to a higher-up, citing my partner as a witness.
