What positive personal traits do you have?: [IC perspective] I’m a shy but yet friendly person. I grew distrustful of those I don’t know, due to the environment I grew up in, but I often go out of my way to help my friends. I’m open minded and honest on many subjects, but I never let it influence my work. I try my best at excelling in what I do, but I wouldn’t define myself as competitive or arrogant, I believe I know my place, and I’m content with being assigned even minor tasks, as long as it helps.
What negative traits do you have?: [IC perspective] I get nervous sometimes, but I do my best to control it. Sometimes I can come across as conceited, but it’s not what I wish to convey. I can also get quite resentful if I feel I’ve been wronged.
[OPTIONAL] Character backstory:
Edoardo Coltelli was born in New York, USA on the 22nd of January 1987, from a family of Dutch and Italian immigrants.
His father was a lawyer, his mother a nurse, and his older brother was a bright student and a varsity athlete.
His childhood wasn’t much different from any other child’s: Loving parents, a roof over his head, and all the time in the world to grow and become, as his father said many times: “Someone important”.
Edoardo was only 16 when the Black Mesa incident happened.
Entire cities were put on lockdown. Portals opened everywhere. It was hell on Earth.
Narrowly avoiding death by the hands of the invading aliens, Edoardo felt his entire world crumble before him. For 3 long years Edoardo’s family ran from city to city, from bunker to bunker, looking for a place where they could be truly safe.
But no bunker proved unaccessible, no fortress felt unassailable. Slowly, each and every city was attacked, and millions died.
However, the worst was yet to come, for the invading aliens were not trying to conquer Earth. They were trying to escape.
In the blink of an eye, something worse than anything ever seen before pierced the skies in bright portals. The combine had arrived.
From the get-go, the situation proved hopeless. Welding technology unseen before, the new enemy routed any opposing army, slaying a large portion of the remaining human population.
Edoardo’s family at this point had reached the outskirts of Washington D.C., hoping to find sanctuary there, but the combine proved merciless. Washington was hit the hardest, and Edoardo’s family was forced to retreat to a small house a few kilometers away from the city. However, the battle wasn’t brought just to the city itself, but also to all those that tried to run away. The house was hit by what seemed to be a missile, and its roof collapsed, killing Edoardo's mother instantly. His father, slightly wounded, grabbed Edoardo and Anthony and ran to the nearby woods, but unfortunately they were forced to split once they heard approaching forces. Edoardo never saw his father again.
And so, the two boys ran and ran, before reaching a refugee camp. There, they awaited the end of the war.
Once Earth surrendered, Edoardo and Anthony were relocated to a nearby city, before being split and relocated again. Edoardo would work in numerous cities, before being ordered to board another train and repeat the process.
He worked on plenty of jobs, mostly manual ones: Factories, assembly lines, anything that could give him a chance at surviving yet another day.
He never made many friends, there was simply no time. As soon as a job was complete or a city needed more workers, he was sent to the trains.
Yet, in every city he went to, he always looked for his brother or his father, without any luck. Crestfallen and desperate, Edoardo looked for something new in his life. He couldn’t take it anymore. Always the same things, always the same cycle.
He aided those he could, the ones most referred to as anti-citizens, with scarce results. He continued until those he had helped for all this time turned on him one night, driven by hunger, stealing the few tokens he had so rightfully earned.
Losing any hope in a humanitarian cause, Edoardo grew more restless everyday. Alone in the world, and with nothing to go on for, he fell into a deep depression, until, one day, it finally came to him.
What if the Universal Union was right all along? What if they truly could better mankind? What if they could give man what it most desperately needed: Hope and certainty.
Edoardo stopped caring about the others, instead working on what he saw as the “Greater good”, working his hardest to maximize production and to aid his new “benefactors”.
But what service was greater than that? How, he wondered, could he serve the Union in a greater way?
The answer was plain and simple: Enlisting in the Combine Civil Authority.
On his next relocation, he arrived in city 16. After reaching the city, he was given a new residence and, after reporting a sociocide, grew even more convinced of his beliefs. He had to enlist. And so, he presented an application, hoping that one day he might be the one administrating judgment.

Do you have any experience with this whitelist on other servers or our own?: Yes, I actually used to be a SqL on an old community, now shut down, known as “Code black”.
I used to be a CP on Reunited Gaming, and I used to be a RL on UG and Willard Networks.
What is the purpose of Civil Protection, from both an IC and OOC perspective?:
ICly, the Civil Protection is there to protect society, not the citizens. They’re there to act as enforcers of the Universal Union’s will and rule over Earth, as well as keeping optimal levels of social stability and avoid insurrections and riots. They’re first responders, and deal with day-to-day activities, such as assigning apartments and CIDs, as well as punishing criminals and rebels ruthlessly and mercilessly.
OOCly, they’re there to add to the feeling of oppression and to represent the regime that rules over Earth. The player needs to watch out every instant for a CP patrol, especially if he is doing something unlawful. They often raid apartments to investigate them, and make players never truly feel safe. Furthermore, they mitigate the rebel presence and boost citizenRP, thus avoiding turning the server into a team deathmatch.
How will you use your whitelist to improve roleplay on the server?:
I will try to give every player new roleplay, while letting them carry on their own roleplay.
I will try to give them new assignments, I will try to help new players understand how HL2RP works, and I will try to be a helpful presence as well as an oppressing one.
I will try to make sure that passive RP is practiced and grown, and I will try to always make other players immerse in the oppressive universe of Half Life.
What kind of motivation does your character have for joining the Combine Civil Authority?:
As stated in his backstory, Edoardo saw in them a new cause, one that could truly make mankind rise from the ashes, but he also knows how ruthless they are. A twisted sense of hope, as well as fear and hunger drive him to enlist in the CCA. Furthermore the CCA offered many benefits that Edoardo would kill to have.
Do you understand that your whitelist is a privilege that has been given to you with a large degree of trust, and that abuse of this whitelist will result in it being revoked?:Absolutely.
List on what sort of actions constitute to whitelist abuse: Metagaming (Such as switching characters to arrest someone based on information received on another character), Transferring guns, ammos or other types of items, Harassing other players for OOC reasons, switching to the CP character to avoid Roleplay.

Scenarios - Answer in written format, detailing your actions and how you would proceed.
You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed?
I’d radio in about the 10-103 to the other units. I’d wait for backup, and since we are on the plaza, it wouldn’t take long. I’d also make sure that the citizen does not harass other citizens or escape. I would then approach him, ask him to get against the wall and restrain him, before confiscating his contraband and bringing him to the nexus for his punishment and to wait for the effects of the alcohol to finally end. I’d take his credentials and administer the punishment, before returning to my duties.
During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
I’d radio my findings to my superior, or if he is with me, just tell him. I’d take the citizen’s credentials, and confiscate it. I’d see if I can trace on what frequency it is set on too, in case this may help in the further investigations. Then, as the inspection is over, I’d bring him to the nexus, pointing out the findings to the unit in charge, and interrogate him if I am given the authorization to. After all, radios may be used by rebels to coordinate assaults or sabotage operations.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
I’d verbally command the three to move aside or face civil judgment. Since it’s a code 3 scenario, the situation is of the utmost urgency, and obstructing an officer in this scenario constitutes a grave felony. If the three don’t move aside or get aggressive, I’d use my firearm to attempt to scare them away, and if they resist even further, proceed with neutralizing them as a last resort.
You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?
I’d try to gain a better understanding of the situation, but if my RL is doing this, it means there must be a reason behind it, and since he is my commander, I’d probably offer my assistance should he need it. However, this also depends if this is out of an OOC scenario, and therefore if it’s staff’s job to figure this out. ICly, I would not intervene if not to assist the RL unless there is circumstantial evidence of wrongdoing.
