Ludwig is the son of German immigrants to Milwaukee, USA. his father ingrained in him the adage “work hard and you will succeed” this has stuck with him throughout life as he believed that he and his family could always achieve a better life through work, as a young adult he got involved in the Milwaukee Police Department although he did not receive much experience before the Combine occupation he did retain the discipline and knowledge gained in those early years.

After the occupation, he was split up from his family and his living conditions were worse than before, personal qualms with the Combine aside he sees this as a moment of needing to adapt. If he is to bring himself out of squalor and secure himself and his family better living conditions the only way he could do this is through hard work, the perfect way to achieve this would be by using his skills learned before the occupation and joining Civil Protection.

What is the purpose of Civil Protection, from both an IC and OOC perspective?: 

Civil Protection from the IC perspective exists as a constant reminder of the Combine's grip on Earth, they exist to maintain stability and dissuade descent. They exist as the first line of defense against chaos and rebellion.

Now from the OOC perspective, they exist primarily as a vessel for roleplay, if done correctly Civil Protection can help create some very compelling and interesting roleplay stories and scenarios. But there's also the ever-important interaction with the civilian player base, Civil Protection exists to police the civilian player base and maintain immersion in the sense that it wouldn't be realistic if there was an open rebellion in the streets without a severe crackdown from Civil Protection.

How will you use your whitelist to improve roleplay on the server? 

Civil Protection is extremely important for roleplay purposes, most of the time Civil Protection is the first face that most new first-time players will see when they join the server, it's important for them to maintain a high standard and give a first good impression. If my whitelist applications except that I hope to use it to give that first good impression and set a high standard for roleplay.

What kind of motivation does your character have for joining the Combine Civil Authority?: 

My character is primarily motivated by a self-serving interest of wanting a better life for himself and his family. This is explained a bit further in my character backstory.

Yes

Scenarios 

Answer in written format, detailing your actions and how you would proceed.

You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed? 

I would stop the civilian and ask for them to apply and to assume an inspection position on the nearest wall, if they are unable or unwilling to comply with this request I would physically restrain them and search them for contraband, if alcohol is the only thing on them then I would question them on where they got it. After all that I will radio in a quick description of the event and if not ordered to do anything else I will bring the citizen to their place of residence and administer re-education in accordance with procedure.

During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?

I would have the radio removed from their person and question them about its purpose if he admits as much or it seems that the radio is being used for communication I will have the frequency written down and have the civilian brought in for questioning in which he will be interrogated on what the nature of the communications was and who was on the other side.

You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?

This is completely unacceptable behavior from civilians, if there was no urgency I would focus completely on these civilians but the nature of the situation necessitates that I get through them as quickly as possible, I would radio in for backup hopefully so these individuals don't get away but I would draw my firearm and demand that they move out of the way immediately. If they move out of the way I would continue on my way to respond to the Code 3 as quickly as possible with my partner, leaving the unarmed civilians for other units to handle.

You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?

The truth is in this situation I most likely have little sway, the Rank Leader is my superior and I would not be able to order them to stop or explain themself. At the very most I might ask the Rank Leader exactly why we have stopped this civilian, aside from that I would allow them to continue as they are my superior regardless.
