What is the purpose of Civil Protection, from both an IC and OOC perspective?:
In-character, the civil protection is meant to control the civil populace and protect it from itself and outside influences, they enforce the Union's law and ensure that obedience is acquired.
Out of character, Civil protection are mean to instil the HL2 Atmosphere and ambience to make it more immersive for the average player, new or not.
How will you use your whitelist to improve roleplay on the server?
By being secretive yet brutal, my character can help make gameplay more immersive and similar to Half-life 2 and it's episodes. While this is important to Civil protection, we have to make sure that they are still human, not robots which makes my character viable for greed and corruption, allowing for more open and flexible RP scenarios instead of just, " me hit man with stunstick for pressing shift "
What kind of motivation does your character have for joining the Combine Civil Authority?:
After having witnessed the power of the combine, and the lack of a future if he just ignored it, he opted to serve in the combine police force, considering demand was high and it was the easiest way to survive. Furthermore, the union is multi-dimensional and can offer power beyond imagination, who wouldn't want that?

Scenarios

You are an i4 on patrol in the plaza, when you notice a citizen who seems to be stumbling and unable to walk in a straight line. As you approach, you notice he is carrying a bottle of beer in one hand and is slurring his speech. How do you proceed?
I would radio in the situation, in the case he uses the glass as a weapon, then un-holster my stun stick and approach the man, trying to forcefully remove the bottle from the man and asking him to get on the wall, if he doesn't comply or resists, that'd allow usage of the stun-stick to temporarily subdue the man and detain him for questioning as for why he was under influence in public.
During an inspection in the Residential Block, you find that one of the citizens is carrying a radio, and seems to be trying to conceal it. What do you do?
I wouldn't point it out immediately, but instead whisper it into my radio to avoid the citizen from running. If they are trying to conceal a radio, they may have contact or a weapon used to defend it. I would then un-holster my stun stick once another officer arrives and press it against the man and tell him to face the wall, then attempt to detain the man for questioning.
You’ve been ordered to respond to a code 3 scenario in which another civil protection delegate is in danger. You and your protection team buddy are making your way to the scene, but as you dash into an alley your way is obstructed by three unarmed citizens who refuse to let you and your buddy pass. How do you proceed?
I would either kick them out of the way or use my pistol as a tool of intimidation if that doesn't work, I would then fire a warning shot to make them disperse. If we had time, they would be arrested however the civil protection officer in danger takes higher priority. Should they refuse to budge even after the warning shot, I'd just push/punch them until they move or make room for us to pass.
You’re on a standard patrol routine with two other delegates. The protection team leader, whose rank is Rank Leader, seems to be harassing a citizen in the plaza for seemingly no reason. You and your other buddy stand by as the interaction between your team leader and the citizen goes on for some time. How would you react?
Such a situation would depend on the citizens loyalty status, and the severity of the harassment of the rank leader, if the person being insulted is a Tier-4 or tier-3 loyalist, then such behaviour would be reported to an individual of higher rank as such behaviour can inspire anti-union thoughts and sully the reputation of the civil protection. If the citizen is below tier-3, and is only verbal harrassment, then such behaviour would be tolerated by accompanying units. However, if the harrassment carries on for longer than 2 minutes, or transforms into a physical altercation, we'd intervene then, reminding the rank leader that we are meant to be patrolling, and such time wasted on arguing can allow anti-citizens to commit more criminal activites.
